Starting a Certification Programme – Any Advice or Tips?

I'm exploring options to start a Certification programme, except I'm unsure where to start.

So far I'm exploring Moodle as a LMS to randomly generate a pool of questions, where a specific minimum %passrate will ensure Certification...

But I'm completely open to advice and ideas about good methods to implement Certification programmes.

Is there anyone on here that can offer advice or point me in the direction of a free resource/ knowledge resource?
