Hi,

I am looking for a template or sample document that I can use to give to staff as a guideline.  They will have to prove in future why they would like us to pay for them to train and qualify and why we should give them day release.

 I would like the document to include the need for showing kpi's, the benefits to both the company and the employee. 

I feel it is something between a TNA and a Proposal, but does anyone know if such a template/form exists, what they are called and how I could get hold of a template?
