The benefits of a Learning & Development Department

The organisation I work for recently disbanded the learning and development department, and subsequently core training has suffered
As an active trainer within the organisation, I have been tasked with a project to look at the feasibility of re-establishing this department.
I am particularly interested in any advice or information that would strengthen my argument for the return of this dpeartment.
