Training benchmarking

In order to provide report to SMT on training I need some benchmarking info. I used to get it from the industrial society but no longer subscribe dose anyone know where I can find the latest stat's on the following for 2001/2:
Average training/learning days taken (off the job) per employee - Nationally and Public sector - organisation size 50-100
Average training/learning spend per employee - same as above. FOR FREE!!
