You might want to try IBSTPI
The International Board for Strandards in Training Performance and Instruction have a set of competences for trainers, instructional designers and training managers. The competencies are freely available – so you can use them in your own organisations without charge. Their website is http://www.ibstpi.org and you will find a list of competencies on this site.

National Occupational Standards
National Training Organisations develop Occupational Standardswhich define competencies for job roles. Suggest you contact the Employment NTO http://www.empnto.co.uk/, which has standards for most of the jobs you mention.

Just to add to the other guys comments, NTO’s produce standards for virtually any job you can think of. I happen do deal with Hospitality, suprise suptise for working with the Hospitality Training Foundation.
A good place to contact or find out more about the NTO’s and the industries they represent is to look at the NTO national Council website. at http://www.nto-nc.org.uk
