Does anybody know where I can locate some information with regard to outlay on training as a percentage of wage cost? Or any other comparator?

The magic 5%
I remember from my days in the IT industry that 5% of payroll was always a good target to talk about. Now, in my current industry, 5% is just a pipedream – but then our environment is a little less, shall I say, technical… I can’t quote a definitive source, but I seem to recall that 5% was in common parlance, and Motorola was held up as the example (I think they also claimed a $30 return on every $1 invested).
Training costs
In the oil and gas business it would typically be about $2-3000 per employee per year on average, much of this related to mandatory HSE training. As a percentage of payroll, not far from 5% I guess.
