I need to develop a half to one day training session for the members of our staff consultative forum. Helping them to see what the function of the forum is, their role and how to fulfill it. They cuurently are not feeding back to their colleagues and treating the forum as though it is a negotiating body. Is there anything I can use to avoid re-inventing the wheel?

I sense there is a lot behind your comment that forum members “currently are not feeding back to their colleagues and treating the forum as though it is a negotiating body.”
I am intrigued to know why they are doing this. Your idea that a training session will solve the issue might, just might, be the right solution. However, I encourage you to think about how you might get to the heart of why forum members are behaving as they are before deciding what the next best step is.
