There are as many training structures as there are organisational structures. The size and type of organisation, for example, will have a major impact on the shape and role of the training function. Strategic decisions such as what to outsource and what to deliver internally will affect how budgets are constructed.
It would be interesting to know why you ask the question. If it is to benchmark how you do things then you may find it helpful to say more about your own situation so that others can offer parallel examples or suggest alternatives.
