Steve, I would recommend you start by contacting the Society of Consumer Affairs Professionals (SOCAP), the secretariat being Tony Mosely on 01275-845511. I believe they also have a website (try SOCAP.co.uk, but I’m not sure). While they are UK based, most of the studies of customer service do originate from the USA, so you are bound to feel it.
There are also books available by Chris Daffy which you may find of use.
