Hi Kate,
Why don’t you try pubs? I have used or attended many such events and as well as being lower on cost they are have provided a much better breakfast than the often plastic offerings I have experienced at many hotels.
Other suggestions would be event halls such as Masonic lodges, institutes, museums and local government venues as many are trying to attract more income. In Cambridge we have an innovation centre open to such events. They appear to be more flexible than the hotels.
If you have a regular membership perhaps they can host some events at their offices?

Hotel chains
While I like the pubs idea very much it might be viewed as a bad idea if you have delegates who are offended by the sight of alcohol.
I’ve found that with a quick ring round of big mid-range chain hotels you can often get breakfast meeting rooms for free in exchange for paying for breakfast – I don’t know if this is true in your area but it works a treat in York, Leeds, Huddersfield and a few other places too.

It might actually be the hours that you want that are the issue for the hotels that you are trying.
I’ve found that most hotels can accomodate breakfast meetings / training sessions if they start at 7.00 and finish by 9.00 to allow them some time to set up for later sessions.
You might also like to try Conference Centres for this and Panasonic has one that might be perfect in Bracknell (I can give you the centre manager’s number if you e-mail me), and I seem to remember using a Regus office facility in the Thames Valley for some sessions a few years back too.
