I'm interested in finding out any recognized descriptions of 'world class' learning or a 'high performing learning organisation'?
Is anyone aware of a standard description? If not, I'd be interested in your thoughts on what this looks like?

definition of World class learning?

I am not aware of any definitions although I know a few of the international e-learning & LMS providers are using this phrase.
To me it is meaningless at an individual level – at a country level I can understand it, for example: India and China are “world class learning countries” for having the highest percentage of their children gaining competence in a second (read third or fourth) language.
Aire-DE-Geus, the former head of Royal Dutch Shell was once quoted as saying “the only sustainable competitive advantage a company has is its ability to learn faster than its competitors” perhaps that is what world class learning means but how do you measure it?
I personally think it is just another fad in the making.

‘World Class’ used to have a meaning in the context of the Business Excellence Model, which attempted to quantify the quality of a business. Scoring >700 points out of 1000 (which VERY few did) suggested World Class. My take is that this phrase got debased through overuse. Ask the user what they understand it to mean and see what happens.
“Quality” can be defined as fit for purpose. On that basis, what is WCL for one context isn’t for another so I would be very suspicious of any context-free definition.
