Why Is Money Wasted Like This?

How is it in the face of the biggest recession since the 1930's so many Government bodies and the individuals who organised this junket would even consider let alone undertake this kind of training expense? Please, somebody tell me:

Wasted money

Hi Garry, this may be a totally different situation but in the late 1990’s I calculated that my previous company would save 10’s of thousands of pounds by switching our management courses to Spain. This was mainly de to the lower cost off hotel accommodation and exchange rate, both of which do not apply now so this is a mystery to me.
