A higher priority must be given to the development of management skills to compete effectively in the future, Wales Management Council chairman Ian Rees has warned.
Writing the introduction to the council's annual report, he said the Welsh Assembly, Education and Learning Wales and the Welsh Development Agency had committed themselves in principle to supporting better management skills but this had not been matched with funding.
Mr Rees said much progress had been made "at a strategic level" in Wales, but not "on the ground".
"It will not be possible to make a significant difference to management and leadership capability until this area is accorded high priority," Mr Rees said.
"This will need firm decisions by policy makers, because maintaining the status quo will not achieve the desired result," he added.

Where’s the evidence that this needs to be a priority?
I think some clarity and focus around the issue would be very useful in helping decision makers reach successful outcomes.
What areas of management development? Or is MANAGER development the issue? What are the patterns? What are the consequences of not doing this?
I know the report is from a foreword to a document, so detail will be thin. Whilst we might all ‘know’ the ‘what’ – management/manager development – we could all do with some help in the ‘how’ department. Answering the above questions would be a start.
