The information that you are requesting is highly subjective, and opens a whole can of worms! e-Learning is an on going debate, and (like every area of training) does not hold a definitive set of answers or solutions.
May I suggest that you look at https://www.trainingzone.co.uk/elearningzone/
as a starting point and also use the search box at the top of this page.
You may also find it useful to share with us the back ground to your enquiry and the scope of your interest.
Course for online educators
I agree with the previous respondent – this is a complex area, where one-liners cannot do justice.
For a relatively quick introduction to issues and at least some of the answers I can highly recommend the Learning to Teach On-Line (LeTTOL) course run by the Sheffield College (on-line of course). Details can be found at http://www.sheffcol.ac.uk. I have just completed this programme, and have learned a lot about precisely the issues you raise questions about.
