I'm looking to develop a more client focused department and was wondering if anyone had an example of a Training SLA that I could use as a template?

Have a look at Learning and Development S/NVQs

You might get some ideas from looking at the Learning and Development suite of S/NVQs, which are written from a very client-focused angle. This might draw your attention to aspects of service that you could include in your SLA.
