I'd be h-u-g-e-l-y grateful if anyone can recommend publications containing DETAILED examples of training & development strategies, that I can refer to as benchmarking examples (policies, objectives, frameworks, implementation plans, etc.). I'm getting there, but this is new territory for me.

I found Andrew Mayo’s book ‘Creating a Training and Development Strategy’ really useful. It’s an IPD publication. I bought it from Amazon. It’s got some useful stuff about HRD generally but also a good model for the creation of a strategy.

A rigorous approach
Depending on how analytical you want to be, a title by John Patrick, published by Academic Press about 1995 is very rigorous especially in its application of psychological research. Can’t remember the full title offhand but if you come back to me, I’ll look it up.
