The requirement is to provide desk based training for up to 250 people (on a 700 people site) with access to up to 100 different courses.
Scope - the solution can not be internet based, but could be CD or intranet based. The training should cover a variety of courses from technical to business skills, although the focus is mainly on technical skills. (Java, MS Visual, internet devt, Lotus notes, Oracle 8, Unix, VB, IIS4, SQL Server, MS office products)

From your description, most of your applications training could probably be best served by ‘off the shelf’ training programs.
However, if you need to train staff in a proprietary software application, or in the particular way you use standard applications, then a custom-designed training program (although more expensive) may be a better fit and certainly more effective.

Interesting to note the that you have been advised to date that off the shelf is the way forwardfor such deployment – I am sure your people are not off the shelf though!
But of course if this just to fulfill the requirements of a procurement tick list and ROI / uptake / completion is not so important then this may well be your solution !
Also interesting to see that others are happy to take on the responsiblity of creation of a bespoke solution for you.
