Database for evaluation results & reports

I have just started working for a new employer (in government) who provides learning and development services to a growing customer base.

Currently, the learning evaluation results for each course are collated & stored on a separate excel spreadsheet! Therefore, reporting is currently a rather laborious task.

I would like to create some kind of database so that as we grow & as time goes by, we will have the ability to do 'aggregate reporting' reasonably easily. I would like to be able to use the data to report by course, date, customer group etc.

I'm looking into Microsoft Access, however I was wondering if you would recommend something else?
