Various points to consider
Is it a one off course? Or will there be more? Who is the target audience? What is the purpose?
Some points to consider:
– Standards (e.g. Scorm)
– Good design and practice, e.g. accessibility

This reminds me of the Emotional Intelligence Training Video (Substitute lecture) that lasts for about 90 minutes, available at all good training video providers. I do wonder if you can develop these skills in a web environment?
