In general, I’d advise reading as much as you can from as many different sources. Using your favourite internet search engines should return more than enough articles & reports to keep you busy. You may want to have a look at Marc Rosenberg’s book on elearning strategy. I don’t think there is a particular format for a strategy which you can take from one environment to another, but the key question is “why do we need to do this” in relationship to the needs of the business. It should also set the scene for what is likely to happen at the operational level.
One thing I would say is to be careful of having an elearning strategy without a learning strategy! In this respect, learning technologies should be used to help turn a learning strategy and operational reality and there is always a danger of failing to address
what needs to happen in terms of training and learning which is not resolved using the technologies

I would guess that you need to start with Corporate Strategy. Analysing the three main types of decision-making – Strategic, Administrative and operating – and how they interact.
Then you can look at E-Learning, the core strategy of the business needs to be pretected from diversification.
