Effectiveness of using Skills Matrices in manufacturing organisations?

Has anyone designed or used a skills matrix to evaluate existing skills in a shop floor environment please? This is not pay-linked, but is linked to the performance and development review system. Any help in the design and implementation of such a system would be much appreciated.

    I’ve worked with a manufacturer who’s done this. The immediate supervisors devised the skills needed.

    They then tested and classified each person in terms of:

    Can they perform the task?
    Can they do it in the time allowed?
    Can they do it safely?
    Can they do it to the correct quality?

    Each criterion “passed” gives the worker one side of a square. Complete squares (!) are the most skilled staff for the task, shown on the matrix board

    I noticed a previous question relating to manufacturing skills matrices; would it be possible to link to the original respondent and find out what support they received from the network; I too am in the process of putting together manufacturing skills matrices and would appreciate any starters for ten.
