Elwood F. Holton III (he is more academic than the name suggests) and Tim Baldwin wrote and edited a book called Improving Learning Transfer Systems in Organizations – a mixed bag of ideas with a few gems and some fluff. This should still be in print.
For his original inventory see http://www.trainingtransfersolutions.com/files/j31-Development_of_a_Generalized_Learning_Transfer_System_Inventory.pdf
The excellent David Birchall at Henley recently tested Holton’s model and wrote a paper for the International Journal of T&D (I have found a reference to it in my notes but can’t find the paper itself). Give the details to your college/uni library and they should be able to help. Also ask them to look out Lisa Burke’s training transfer literature review.
    Best of luck
