Try This?
First I would look for at least 2 or 3 companies that have done what you wish to do. Study their ideas, copy and improve thoose sucessful areas. This would give you a road map to your goals.
Second I would consider get some coaching, I am a fully trained coach and would give you some tips on finding and using a coach, mail me with your number IF you want me to do that.
Third,
Treat your customers like you would your family or best friend, learn the lessons they give you.

Marketing a Training Business
Personally, I would build a network consisting of other individuals/small businesses already delivering complementary, but not competing HR related services.
Encourage them to introduce you to their clients (on a commercial basis). Then do the same for themwhen you have clients of your own.
