Identifying individual learning needs

I am a trainer with the Scottish Prison Service, and require to conduct a training needs analysis for staff. I would like some help in identifying the most relevant information, resources and advice that I should have to assist me in undertaking an identification of an individuals competence ?

    I have already been involved in a similar project with ‘Scottish National Heritage’.
    The project involved identifying the most relevant information, resources and advice that would identify an individuals competence.
