I have been tasked with identifying certification in instructional design for both instructor led training and e-learning for some of my training team. Does anyone know if his kind of certification is available and from whom?

The Training Foundation provides both types of certification you are seeking.
I would recommend that you take at look at the TAP Certification in Training Design and Development Skills. This covers all aspects of instructional design for instructor led training.
The CeLP Certificate in e-Learning Development Skills covers Instructional Design for online learning.
