This is a very broad question, and thus one that cannot be specifically answered.
However, a good way to formulate questions is to specify them from objectives for the role.
These would include questions that would seek to elicit appropriate knowledge required for the role, evidence of continuous personal development, achievements and successes in previous roles and questions that seek to idenitfy candidates who have a good cultural fit to you organisation.

There’s a selection process which I know as Targetted Selection. The approach to questioning here is to build up “STARS” on the candidate.
