  2. There are national occupational standards for this.
    Look on the NTONC web site http://www.nto-nc.org for the nto finder. It is divided into occupational sectors and gives links to the national training organisations responsible for standards in each sector

    It may be useful to think towards Maslow’s hierarchy of needs (if I am readingh this right)ie: the triangle model, entitled Implementation Hierarchy, starting at the bottom and working your way up once each level is achieved.

    As an example, imagine if each of these where placed in a triangle, the top point being best practice and review (ie: what you actually want to achieve)

    Personal and Org Development
    Training
    Measurement
    Processes
    People Requirements
    Competencies Required
    Organisational Structure
    Accountabilities Defined and understood

    Looking at the actual requirement, you would also need to take into account standards that already exist and use them to best advantage. These include, NVQ Standards, Benchmarking approaches, Customer Perception, Best Practice (don’t stop what you are doing well), Qualifications in the field etc. All would underpin the above triangle approach.
