No courses but there is consultancy
There are no courses I know of but there are consultants who run evaluation projects for clients based on proven research. Have a look at http://www.inconet.com/linkclick.asp?id=34

ROI Training Provider
Not sure if you’ve had this answered yet….
There are two companies I know of that provide this type of specific training – CIPD and John Matchett Ltd (JML).
I recently attended a programme with JML called ‘Evaluating the Impact of Training’ which provided me with the skills/knowledge to confidently provide multiple audiences with the tangible benefits of training.
