The Audit Commission (http://www.audit-commission.gov.uk) has a lot of material on this subject, but do you mean people management?
just don’t
Don’t set performance standards, they are arbitrary. Even if they are based on what managers think customers want (eg replies to letters in x days), they are arbitrary. You cannot learn and improve with arbitrary measurement. Don’t set performance standards, establish capability measures, they tell you the truth. Then work on the causes of variation to improve. Much smarter.

The audit commission knows little or nothing about performance management. There guidance on target setting, for example, contains theoretical contradictions.
