What are the major factors to consider when setting performance standards for a public sector organisation?

  1. just don’t
    Don’t set performance standards, they are arbitrary. Even if they are based on what managers think customers want (eg replies to letters in x days), they are arbitrary. You cannot learn and improve with arbitrary measurement. Don’t set performance standards, establish capability measures, they tell you the truth. Then work on the causes of variation to improve. Much smarter.

  2. and don’t seek guidance from the AC
    The audit commission knows little or nothing about performance management. There guidance on target setting, for example, contains theoretical contradictions.
