Successful working relationship between the training dpt and recipient of training

What initial steps would you take to ensure a successful working relationship between training dpt and recipient of training, when supporting various departments on the formation and delivery of their yearly training plans?
Any useful tips, exercices and hints would be helpful. I am trying to gather as many perspectives, tips, activities as possible.

  1. Customer agreements
    You can go down the formal route of a service level agreement, the marketing route with a customer charter or the traditional training route with learning contracts.
    However, what these all have in common is some form of open dialogue about what is expected and what can be offered culminating in an agreement.
    I tend to prefer one-to-ones with the senior stakeholders but brainstorming groups, cafe meetings and open days also work well.
