I am in the process of developing a training plan for a small number of experienced operators. The intention being being that these operators undertake basic on the job training for new recruits. Can anyone recommend a good train the trainer package (classroom based) that I can lift and customise to our specific needs?

You may want to investigate the Fenman range of tolkits, and the Training for Trainers one I personally have used. The pack is entitled “Practical Training Skills” and is available at a cost of £199 from Fenman. Many of their resources are available as downloadable sample tasters from their web site http://www.fenman.co.uk.
