I am currently working abroad and require advice and suggestions as to who I could approach on a formal basis to supply the following services:
1) An ' off the shelf' computer data base / programme ( software/hardware) that supports a bust training centre to carry out its out Administrative tasks in a more effective and efficient way. At home the system I am trying to describe would record courses, share course dates, student attendance, update personal skill profiles, encourage use of evaluation tools etc. The system would 'feed off of ' the main HR systems......but here there are no HR systems!!!
2) Recommendations of companies/ individuals who could come into country and carry out an indepth training analysis of a large ( 100,000) public service provider.
Any replies would be greatly received!!

May be able to help on both 1) and 2)…
1) I developed a Training Admin Database which more or less does what you are asking for. I'm happy to share this with you, only I don’t think it would be robust enough as it stands. So if you want to talk about how you could use the basis of our database and perhaps use developers to integrate (I work with an excellent developer) it I’m sure we could find a way to do this. We're happy to provide anything we already have, and perhaps this would keep the cost down for you in terms of any additions that would need to be made. I heartily recommend my excellent developer, and I wouldn’t use anyone else!
2) With regards to the in depth training analysis, our background is occupational psychology and we would be able to provide the sort of service you require.
