Too general!
I guess the question is too general. Training priorities is a function of environment and circumstances and so there is no one fix solution to apply to everything.
The usual parts are always there, such as productivity, management skills, inter-personal/communications and personal skills. To what degree you want to emphasis on each really depends on what you want to do and where you want to go.

I agree with Ehsan Honary. Companies needs are individual and there are no 4 priorities that can be applied to all companies! The popular focuses based on experience are communication skills, Team building, costumer service and management. Hope this helps.
