what performance measures are you using here?
Why not get back to basics, why is the training necessary? What alternatives to training are there (if any?) What do you want a delegate to do better/quicker/cheaper/more and within what timescale. If you are clear about these things you have probably gathered enough information to calculate the cost/benefit crudely. But then there is the motivational benefit of training someone – which is hard to calculate but often beneficial to the business for a while.

Training is used to enhance existing skills. I want to compare costs, not analyse why we need to train in the first place. We have a CDP for our engineers (& a budget!!).
