Community partnerships – measuring effectiveness

I am working with a local government in Brisbane on developing a vision, strategy and performance measures for community partnerships. I would love to see what other jurisdictions have done in this area, especially around the complexities of measuring the effectivess of partnering with the community to develop social capital in disadvantaged areas.     Sue, we are developing tools for use in evaluating projects and in helping organisations, especially in the not-for-profit sector, make bids which can evaluate both quantitative and qualitative impact.
