I write for a few mags like Garry but I’d reinforce his suggestion of ‘Training Journal’. And, for practitioner related articles, I’d add ‘Training and Learning’ (about to be revamped) the magazine for ITOL – http://www.trainingandlearning.co.uk
and the ASTD magazine ‘Training & Development’ – http://www.astd.org
And for wider HR context ‘People Management’, the CIPD mag. Some of these require membership, but that would bring other benefits perhaps.
And, if you want one heavyweight academic journal (eg if anyone is studying then it is worth considering) try Human Resource Development International, but it is expensive. See http://www.tandf.co.uk/journals/titles/13678868.asp
