It depends on the training and what is necessary for the organisation.
For example a customer care e-learning package which maybe used thousands of times in it’s lifespan within an organisation they’d likely want to purchase outright.
A programme for a few managers on a one-off basis is more likely to be purchased on a per-user basis.
That’s why both options exist and there’s nothing to stop you from offering both.
