Are CxOs living with low staff engagement because it is too hard or costly to fix?

We do a lot of work in the IT sector and over time, we have noticed that neither staff engagement nor skills gaps are improving. We wrote two blogs about this topic recently:

High impact, low cost skills training for the IT sector

Our impression is that some senior executives just might be living with low staff engagement as the cost or challenge of fixing it just will not deliver a good return on investment.
